Kate is a member of Kirton McConkie’s Constitutional section.  Her practice focuses on investigations, crisis management, government relations, legislative, and public policy issues with a special emphasis on child protection and abuse prevention and response.  Kate brings to her role more than 10 years of Capitol Hill experience where she established herself as a policy leader and trusted advisor to members of the United States Senate.

Kate’s ability to work with both political parties and the executive branch made her counsel sought by elected officials, corporate executives, civil servants, and non-profit leaders to shape public policy.  She provided strategic advice, drafted and negotiated comprehensive legislation, and managed complex Congressional investigations on Capitol Hill, the Pentagon, and at the White House.  Kate has a unique ability to see all sides of an issue, investigate claims, gather information, and present long-term solutions to complex problems.

Experience

  • Developed and managed investigations of government, corporate, and private actors including overseeing the government’s response to the Takata airbag recall—the largest and most complex safety recall in U.S. history.
  • Led efforts to draft and negotiate multiple pieces of legislation, including bills related to the Federal Communications Commission (FCC) re-authorization, Federal Aviation Administration (FAA) re-authorization, the Farm Bill, and appropriations bills.
  • Prepared statements and questions for Congressional hearings on issues ranging from appropriations, government oversight, and cyber security. Lead staffer on high-profile committee confirmation hearings of Presidential Cabinet Secretaries and other nominees.
  • Advised on legislative efforts related to the 2008 economic crisis, the 2009 stimulus, the 2010 Affordable Care Act, the 2010 Dodd Frank Act, the 2012 & 2013 Farm Bill, and 2018 tax reform.
  • Guest Lecturer, New York University.
  • Keynote Speaker, Utah League of Cities and Towns Annual Conference.
  • Frequent motivational speaker, especially to children who have been abused and neglected.
