Ms. Arbogast is a member of the firm’s Real Estate section. She has over 25 years of diverse education and legal experience to assist schools and school boards in navigating the legal issues schools and boards of education regularly encounter. Her practice focuses on all areas of education law with special emphasis on disabilities related issues, including the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act and the Americans with Disabilities Act. Other areas of practice include federal and state statutory and regulatory compliance, school policy, employment matters, professional practices, legislative analysis and involvement with issues relevant to public and private schools, student behavior and bullying, health care in the school setting, and alternative dispute resolution.
Ms. Arbogast is an adjunct faculty member at Weber State University in special education law, a guest lecturer at the University of Utah and frequently asked to lecture on legal issues pertaining to students with disabilities at state and national levels.

- Supervised USOE's federal and state compliance monitoring system
- Developed, organized and supervised Utah's special education dispute resolution system including training and organizing facilitators, mediators, and due process hearing officers to assist with dispute resolution
- Practiced employment, health care, professional practices and general law until joining the Utah State Office of Education (USOE) in 2005
- Special Education State and Federal Compliance officer for the past nine years
- USOE's chief complaint investigator for special education
